  • The Bureau of Reclamation, Mid-Pacific Region, intends to issue a Funding Opportunity Announcement (FOA), Agricultural Water Conservation and Efficiency Grants, for a Grant Agreement(s) pursuant to the authority of Water Supply, Reliability, and Environmental Improvement Act, Title I – California Water Security and Environmental Enhancement, Public Law 108-361, Section 103 (C)(I), and (D)(3)(A)(B), and P.L. 111-11(42 USC 10364), Title IX of the Omnibus Public Land Management Act of 2009, Subtitle F, Secure Water, Section 9504(a) Water Management Improvement. The objective of this Agricultural Water Conservation Efficiency (AWCE) FOA is to invite Indian Tribes, irrigation districts, water districts and other organizations with water or power delivery authority located in the state of California to leverage their money and resources by cost sharing with Reclamation on projects that save water, improve water management, create new supplies for agricultural irrigation, improve energy efficiency, and benefit endangered species. Water conservation and water use efficiency are critical elements of any plan to address these resource issues. Projects that achieve this by increasing the capability or success rate of on-farm water conservation or water use efficiency projects that can be undertaken by farmers and ranchers will be a high priority for this program, as reflected through the increased weighting of this category in 2015. BOR and NRCS are encouraging water supplier/client farmer partnerships as an effective way to identify district/watershed/regional needs and opportunities. In coordination with NRCS, Reclamation will select applicants for funding under this FOA. Successful applicants will enter into a financial assistance agreement with Reclamation. NRCS will provide accelerated technical and financial assistance to farmers and ranchers in the project service area, through the USDA EQIP program, 1) for those successful FOA projects that include activities or elements that facilitate on-farm improvement, 2) where a number of farmers are likely to participate and 3) where EQIP applicants and projects meet EQIP program eligibility requirements. Successful applicants will enter into a financial assistance agreement with Reclamation. Period of Performance is a two year period from the date of issuance.   • The STEM+C Partnerships program seeks to significantly enhance the learning and teaching of science, technology, engineering, mathematics (STEM), and computing by K-12 students and teachers, through research on, and development of, courses, curriculum, course materials, pedagogies, instructional strategies, or models that innovatively integrate computing into one or more STEM disciplines, or integrate STEM content into the teaching and learning of computing. In addition, STEM+C seeks to build capacity in K-12 computing education with foundational research and focused teacher preparation. Projects in the STEM+C Partnerships program should build on research in STEM education and prior research and development efforts that provide theoretical and empirical justification for proposed projects. Pre-service and in-service teachers who participate in STEM+C projects are expected to enhance their understanding and teaching of STEM and computing content, practices, and skills. STEM+C invites creative and innovative proposals that address emerging challenges in the learning and teaching of STEM and computing. The program offers proposers two tracks: (1) Integration of Computing in STEM Education and (2) Computing Education Knowledge and Capacity Building. The second track is discipline-specific and may be expanded to include additional disciplines in future releases of the solicitation.

  • The purpose of this notice is to solicit grant proposals from eligible Great Lakes States for coastal and estuarine land conservation (land acquisition) projects under the Coastal and Estuarine Land Conservation Program (CELCP). Applications selected for funding through this solicitation will be implemented through a grant, with awards dependent upon the amount of funds made available to NOAA for this purpose. Proposals submitted in response to this announcement shall protect important coastal and estuarine areas that have significant conservation, recreation, ecological, historical, or aesthetic values, or that are threatened by conversion from their natural, undeveloped, or recreational state to other uses. Proposals must also advance the goal of the Great Lakes Restoration Initiative (GLRI) to protect and restore Great Lakes aquatic and terrestrial habitats. The designated lead agency for implementing CELCP (lead agency) in each participating State is eligible to submit up to two proposed projects for funding under this competition. The State’s lead agency may solicit, and include in their application, project proposals from additional eligible State or local agencies, as described in this notice. Projects must be located in one of the following Great Lakes States that have submitted a CELCP plan to NOAA and are currently participating in the program: Indiana, Michigan, Ohio, Pennsylvania (Lake Erie coast); New York (Lake Erie and Lake Ontario coasts); and Wisconsin. Projects in Illinois and Minnesota will only be eligible if the State’s CELCP lead agency submits a CELCP plan to NOAA by February 12, 2015.

  • Synopsis of Program: The Directorate for Engineering (ENG) and the Directorate for Computer and Information Science and Engineering (CISE), have joined to support the Research Experiences for Teachers (RET) in Engineering and Computer Science program. This program supports active long-term collaborative partnerships between K-12 Science, Technology, Engineering, Computer and Information Science, and Mathematics (STEM) teachers and community college and university faculty and students to bring knowledge of engineering or computer and information science and engineering as well as technological innovation to pre-college/community college classrooms. The goal of these partnerships is to enable K-12 STEM teachers and community college faculty to translate their research experiences and new knowledge gained in university settings into their classroom activities. The university team will include faculty, graduate and undergraduate students as well as industrial advisors. Involvement of graduate students in support of academic-year classroom activities is particularly encouraged. Partnerships with inner city, rural or other high needs schools are especially encouraged, as is participation by underrepresented minorities, women, and persons with disabilities. As part of the long-term partnership arrangements, university undergraduate/graduate students will partner with pre-college/community college faculty in their classrooms during the academic year to help teach engineering/computer science concepts. This announcement features two mechanisms for support of in-service and pre-service K-12 STEM teachers and community college faculty: (1) RET supplements to ongoing ENG and CISE awards and (2) new RET Site awards. RET supplements may be included outside this solicitation in proposals for new or renewed NSF Directorate for Engineering (ENG) and Directorate for Computer and Information Science and Engineering (CISE) grants or as supplements to ongoing NSF ENG and CISE funded projects. RET in Engineering and Computer Science Sites, through this solicitation, are based on independent proposals from engineering or computer and/or information science departments, schools or colleges to initiate and conduct research participation projects for K-12 STEM teachers and/or community college faculty.

  • NIJ is seeking multidisciplinary research and evaluation proposals related to childhood exposure to violence. Such violence may include children who are direct victims and/or bystanders or observers of various forms of violence in the home, school, or community, including but not limited to peer victimization, bullying, harassment, child maltreatment, domestic violence, and community violence. Other types of violence to which children are exposed may be addressed, with the exception of media violence (e.g., television and movie violence, music advocating aggression, and violent video games). In particular, NIJ seeks proposals that address justice system responses to children identified as being exposed to violence; polyvictimization and multisystem involvement; and resilience and help-seeking.

  • This initiative is funded through the NIH Common Fund, which supports cross-cutting programs that are expected to have exceptionally high impact. All Common Fund initiatives invite investigators to develop bold, innovative, and often risky approaches to address problems that may seem intractable or to seize new opportunities that offer the potential for rapid progress. This Phased Innovation Awards Cooperative Agreement Funding Opportunity Announcement (FOA) solicits applications to support a collaborative research infrastructure involving an interdisciplinary team of basic and clinical scientists to develop the foundation for an experimental medicine approach to behavior change. Research supported by this FOA is meant to support activities focused on behavior change targets in the domain of interpersonal and social processes through four main target validation steps: 1. Identify a set of putative targets within the interpersonal and social processes domain that are implicated in medical regimen adherence and at least one other health behavior; 2. Leverage existing or develop new experimental or intervention approaches to engage identified targets; 3. Identify or develop appropriate assays (measures) to permit verification of target engagement; 4. Test the degree to which engaging identified targets produces a desired change in medical regimen adherence and at least one other health behavior. While testing target engagement in specific clinical samples is permitted, the targets identified and the behavior change outcomes measured should be selected based on their hypothesized relevance to at least two clinical endpoints or disease conditions. Funds from the NIH will be made available through the UH2/UH3 Phased Innovation Awards Cooperative Agreement mechanism.The initial UH2 phase will support steps 1-3 above. UH2 projects that have met their objectives and agreed upon milestones will be administratively considered by NIH and prioritized for transition to the UH3 validation phase to complete step 4 above. Projects proposed in response to this FOA will require multidisciplinary efforts and therefore all applicant teams must include expertise in basic and clinical science. Investigators responding to this FOA must address both UH2 and UH3 phases. The output of these UH2/UH3 Target Validation Projects, to be facilitated by a Resource and Coordinating Center (RCC) funded under a companion FOA RFA-RM-14-017, will be a toolkit of validated and documented assays of specific targets in the domain of interpersonal and social processes, and experimental manipulations/interventions that engage those targets.   • Polio is a crippling and potentially fatal infectious disease and is considered by the World Health Organization (WHO) to be a Public Health Emergency of International Concern (PHEIC) with a target of eradication by 2015 and polio free certification date of 2018. There is no cure, but there are safe and effective vaccines. CDC Director Thomas Frieden, MD, MPH, has designated polio eradication an agency-wide priority through activation of the Emergency Operations Center (EOC) for the last 32 months for global polio response activities. The US congress has included a significant increase in polio funding for fiscal year 2014 with a mandate to work with all government and non-government partners to eradicate polio (Congressional committee records, 2013). CDC is one of five spearheading partners in the Global Polio Eradication Initiative (GPEI) providing technical and financial support to implement polio eradication activities globally. GPEI has four strategies to meet this target for polio eradication: routine immunization, supplementary immunization, acute flaccid paralysis (AFP) surveillance, and targeted “mop-up” campaigns. Although the entire African region is at risk, polio remains endemic in Nigeria and ongoing outbreaks have occurred in central and east African countries. Until polio transmission is interrupted in these countries, polio will remain a risk throughout the region and the world. This program will support the US Government endorsed GPEI and the Global Immunization Vision and Strategy, 2006-2015. As evidenced by recent outbreaks and WHO/CDC risk assessments (‘Assessing the Risks for Poliovirus Outbreaks’, MMWR, September 2013), public health workers at the local and national level in polio endemic Nigeria, polio outbreak countries in east and central African countries and other at-risk countries in the African region do not have the adequate expertise to conduct polio activities effectively for urgent and sustained polio eradication. There is a critical need to expand National Stop Transmission of Polio (NSTOP), a joint initiative with CDC and the Africa Field Epidemiology Network (AFENET) started in 2012. This program utilizes a field epidemiology training network to develop local workforce capacity to conduct polio eradication and immunization activities at the lowest level of government and within the community. The focus for these activities is Nigeria, east and central African countries and other at-risk countries in the African region.

  • This ROSES-2014 NRA (NNH14ZDA001N) solicits basic and applied research in support of NASA’s Science Mission Directorate (SMD). This NRA covers all aspects of basic and applied supporting research and technology in space and Earth sciences, including, but not limited to: theory, modeling, and analysis of SMD science data; aircraft, scientific balloon, sounding rocket, International Space Station, CubeSat, and suborbital reusable launch vehicle investigations; development of experiment techniques suitable for future SMD space missions; development of concepts for future SMD space missions; development of advanced technologies relevant to SMD missions; development of techniques for and the laboratory analysis of both extraterrestrial samples returned by spacecraft, as well as terrestrial samples that support or otherwise help verify observations from SMD Earth system science missions; determination of atomic and composition parameters needed to analyze space data, as well as returned samples from the Earth or space; Earth surface observations and field campaigns that support SMD science missions; development of integrated Earth system models; development of systems for applying Earth science research data to societal needs; and development of applied information systems applicable to SMD objectives and data. Awards range from under $100K per year for focused, limited efforts (e.g., data analysis) to more than $1M per year for extensive activities (e.g., development of science experiment hardware). The funds available for awards in each program element offered in this ROSES-2014 NRA range from less than one to several million dollars, which allows selection from a few to as many as several dozen proposals depending on the program objectives and the submission of proposals of merit. Awards will be made as grants, cooperative agreements, contracts, and inter- or intraagency transfers, depending on the nature of the proposing organization and/or program requirements. The typical period of performance for an award is four years, although a few programs may specify shorter or longer (maximum of five years) periods. Organizations of every type, domestic and foreign, Government and private, for profit and not-for-profit, may submit proposals without restriction on the number or teaming arrangements. Note that it is NASA policy that all investigations involving non-U.S. organizations will be conducted on the basis of no exchange of funds.   • The purpose of this Funding Opportunity Announcement (FOA) is to examine delivery models of HIV-focused services (testing, linkage, engagement and retention in care) for high risk or already HIV+ infected youth and young adults. Applications should incorporate substance use into study aims and service delivery objectives should address access to substance use prevention, screening, and treatment. Applications examining interventions that focus only on individual-level behavior and outcomes will be considered non-responsive, given the systemic and structural determinants of serostatus screening, treatment retention and viral suppression, which are the most striking areas of deficit among youth in the Seek, Test, Treat, and Retain continuum of care. The developmental, structural, and systemic factors related to serving youth need to be clearly incorporated into study aims, rather than simple incremental refocusing of existing interventions to younger people.

  • The project would consist of the field reconnaissance of springs and selected wells within each of the subregions. All work would be conducted under the oversight of a California Professional Geologist and Certified Hydrogeologist. A nongovernmental organization (NGO) and the hydrogeologist will work with BLM to identify the final list of springs and wells for each subarea. Spring monitoring would be conducted along the general guidelines presented in Dr. Donald Sada¿s spring reconnaissance methodology prepared for the Desert Managers Group (DMG) but focusing on the hydrologic aspects of his spring method. While biological data will be critical future data to be collected, in the end, biological resources at the springs are tied to the viability of the water source. Further, hydrologic data are easier to accurately quantify and measure with repeatability as opposed to changes in biological resources. The information gathered during this task will inform future biological surveys, eliminating the time spent on far-ranging locations that may otherwise have little value. Additionally, the field reconnaissance will inform any plans for follow-up geochemical sampling of spring water.

  • The U.S. Navy Communications Site project area (hereinafter referred to as “Range Station 21”) is operated by Naval Surface Warfare Center, Dahlgren Division (NSWCDD) and located on Muses Beach along the Potomac River in Westmoreland County, Virginia. Shoreline stabilization measures are necessary to arrest shoreline erosion that is threatening to undercut the access road to Range Station 21. The proposed project area is approximately 130 linear feet of Muses Beach in Westmoreland County, Virginia. Range Station 21 is located on private land and leased by the Navy in support of military operations at Naval Support Facility (NSF) Dahlgren; however, the proposed project area is outside the area leased by the Navy and will require the successful cooperator to negotiate a right of entry (ROE) or real estate interest with the property owner. The primary purpose of this Cooperative Agreement is to provide services to design and construct a shoreline erosion control structure on private property to further protect the access road to Range Station 21. The intent of these efforts is to mitigate shoreline erosion, which threatens the access road and thus the accessibility to the existing Navy range monitoring station. No land reclamation is intended in this effort. The shoreline stabilization will support military operational requirements at NSF Dahlgren and benefit efforts to improve water quality of the Potomac River and Chesapeake Bay.

  • The goal of this FOA is to develop and test organizational and systems level interventions to determine how best to provide comprehensive, high quality, integrated, sustainable, cost-effective interventions to improve the health outcomes of PLWH with substance use disorders and other comorbid conditions. This FOA will support: 1) multidisciplinary research to enhance the adoption and integration of evidence-based screening and treatment of substance abuse in HIV centers and closely related medical settings; and 2) multidisciplinary research to increase the adoption and integration of HIV testing and linkage to HIV care in addiction treatment settings. In both HIV and addiction treatment settings, research to enhance the adoption and integration of treatment services for comorbid conditions (e.g. coinfections, psychiatric disorders) is encouraged.

  • The United States Agency for International Development (USAID) is seeking concept papers from qualified U.S. non profit non-Governmental Organizations (NGOs) for a program titled “Family Planning and Reproductive Health Methods to Address Unmet Need” for funding of Cooperative Agreements.The purpose of this APS is to support the research, development, and introduction of technologies and approaches that better meet the needs of women and girls as their sexual and reproductive health concerns change over time. The General Objectives of the APS are to:1. Refine existing FP methods to address method-related reasons for non-use.2. Respond to product-related issues about currently available FP methods that arise at purchase and/or from the field, and that may affect provider/user perceptions and/or the supply chain.3.   • RET Sites support a cohort of at least 10 STEM teachers and/or community college faculty per year for a minimum of six weeks during the summer. The STEM teachers and/or community college faculty will participate in summer research activities with a common intellectual focus on a host university campus and will then participate in academic-year follow-up activities including integration of content and methods related to the summer research into their classroom practice and other related outreach activities involving teachers in their local school districts.

  • The goal of this interagency funding opportunity announcement (FOA) is to support the development of multiscale models to accelerate biological, biomedical, behavioral, environmental and clinical research. The NIH, ARO, DOE, FDA, NASA, NSF, and ONR recognize that in order to efficiently and effectively address the challenges of understanding multiscale biological and behavioral systems, researchers will need predictive, computational models that encompass multiple biological and behavioral scales.  This FOA supports the development of non-standard modeling methods and experimental approaches to facilitate multiscale modeling, and active participation in community-driven activities through the Multiscale Modeling (MSM) Consortium, http://www.imagwiki.org.

  • The National Institute on Drug Abuse (NIDA) Cutting-Edge Basic Research Award (CEBRA) is designed to foster highly innovative or conceptually creative research related to drug abuse and addiction and how to prevent and treat them. It supports research that is high-risk and potentially high-impact that is underrepresented or not included in NIDA’s current portfolio. The proposed research should: (1) test a highly novel and significant hypothesis for which there are scant precedent or preliminary data and which, if confirmed, would have a substantial impact on current thinking; and/or (2) develop or adapt innovative techniques or methods for addiction research, or that have promising future applicability to drug abuse research.

  • This Funding Opportunity Announcement (FOA) solicits grant applications proposing research projects on the advanced development of emerging molecular and cellular analysis technologies and validation in an appropriate cancer-relevant biological system. An emerging technology is defined as one that has passed the pilot developmental stage and shows promise, but has not yet been significantly evaluated within the context of its intended use. If successful, these technologies would accelerate research in cancer biology, cancer treatment and diagnosis, early detection and screening, cancer control and epidemiology, and/or cancer health disparities. This FOA solicits R33 applications where proof-of-principle of the proposed technology or methodology has been established and supportive preliminary data are available. Projects proposed to this FOA should reflect the potential to produce a molecular analysis technology with a major impact in cancer-relevant research.   • This announcement solicits applications for the Rural Recruitment and Retention Analysis Cooperative Agreement. The purpose of the Rural Recruitment and Retention Analysis Cooperative Agreement is to identify and assess trends, tools, resources and successful strategies used by rural communities to recruit and retain needed staff across key sectors of the rural health care delivery system. This will include primary care providers, behavioral health and oral health providers, allied health providers, as well as Rural Health Network Directors and Rural Telehealth Network Directors. The awardee will identify successful tools and strategies used by States, health systems and individual providers to attract the staff necessary to support health care services in rural communities. The awardee will also identify gaps in these areas and propose potential responses to these gaps that will inform rural stakeholders and policymakers. The awardee will focus on helping to foster connections between existing national and State resources to support successful recruitment and retention. The overarching goal is to enhance responsiveness to the challenges faced by rural communities in attracting the workforce needed to meet emerging needs, particularly in an evolving health care system where insurance coverage expansion brings both new opportunities and new challenges.1 This program, a cooperative agreement, requires an ongoing partnership and a collaborative relationship with the Federal Office of Rural Health Policy in the selection of projects and in the development and implementation of the activities submitted in the work plan. Specifically, the Rural Recruitment and Retention Analysis Cooperative Agreement will work toward: · Conducting an inventory and developing a narrative report of the different rural recruitment and retention strategies currently utilized. There will be a particular emphasis on analyzing nationwide and State-based programs, initiatives and strategies. Existing health system and provider initiatives will also be reviewed. Tools and approaches currently employed will be identified. Typical recruitment costs and types of retention activities will be analyzed. Unique rural challenges subsequent to the Affordable Care Act in the areas of clinical practice, Telehealth and rural health networks will be highlighted. This component will include, but not be limited to, reviewing programs and activities associated with the National Health Service Corps, Area Health Education Centers (AHECs), Conrad State 30 J-1 Visa Waiver Program, National Rural Recruitment and Retention Network (3RNet), National Cooperative of Health Networks Association (NCHN), State Office of Rural Health (SORH) and State Rural Health Association (SRHA) initiatives, tracking tools such as TruServe and Practice Sights, the Community Apgar Program and additional software and commercial products as identified; · Working with appropriate State-level experts to understand the current state of practice in rural recruitment and retention and emerging challenges and trends to inform future policy and programmatic needs; · Identifying successful models, why they are successful and what areas of commonality exist between them. This will emphasize the practical experience from the field ¿ what works, what does not work and what is not known regarding successful approaches; · Identifying the gaps between existing rural recruitment and retention resources and proposing potential responses to alleviate these gaps; · Analyzing the particular health workforce needs in communities of color, where recruitment and retention challenges can be especially acute. A focus on how to assist these communities in identifying appropriate strategies will be emphasized; · Analyzing the extent to which the unique recruitment and retention challenges of Rural Health Network Directors and Rural Telehealth Network Directors are addressed; and · Informing rural stakeholders and policymakers of key findings and potential responses to the ongoing challenges of recruitment and retention of a viable rural health workforce. Recommendations regarding sustainability and more efficient use of resources will be emphasized.   • There are a multiple states, counties, cities, and tribes that are interested in implementing “Swift, Certain, and Fair” (SCF) models of supervision with offenders in the community. This interest has grown out of the potential promise that these SCF models have shown in effectively reducing recidivism and preventing crime. In particular, Hawaii’s Opportunity Probation with Enforcement (HOPE) program has been shown to have promise, and as a result there is significant interest and activity in implementing models of supervision and other versions of the HOPE model which rely on swift, certain, and fair sanctions to improve the outcomes of individuals under community supervision.SCF approaches are intended to: (a) improve supervision strategies that reduce recidivism; (b) promote and increase collaboration among agencies and officials who work in community corrections and related fields to enhance swift and certain sanctions; (c) enhance the offenders’ perception that the supervision decisions are fair, consistently applied, and consequences are transparent; and (d) improve the outcomes of individuals participating in these initiatives. Through this FY 2015 grant announcement, BJA will select multiple applicants to implement or enhance a HOPE model using SCF. Applicants selected under this announcement will work with BJA and its SCF training and technical assistance (TTA) partner to implement the model with fidelity.BJA is supporting this effort to enhance public safety, foster collaboration, and improve the outcomes of individuals under the supervision of community corrections. As the elderly population grows, crimes against this population are expected to increase. Grant Program Description The NEA Literature Fellowships program offers $25,000 grants in prose (fiction and creative nonfiction) and poetry to published creative writers that enable recipients to set aside time for writing, research, travel, and general career advancement. Applications are reviewed through an anonymous process in which the only criteria for review are artistic excellence and artistic merit. To review the applications, the NEA assembles a different advisory panel every year, each diverse with regard to geography, race and ethnicity, and artistic points of view. The NEA Literature Fellowships program operates on a two-year cycle with fellowships in prose and poetry available in alternating years. For FY 2016, which is covered by these guidelines, fellowships in prose (fiction and creative nonfiction) are available. Fellowships in poetry will be offered in FY 2017 and guidelines will be available in the fall of 2015. You may apply only once each year. Competition for fellowships is extremely rigorous.   • Enhancement Grant projects may enhance existing library services or implement new library services, particularly as they relate to the following goals in the updated Museum and Library Services Act (20 U.S.C. §9141): (1) Expanding services for learning and access to information and educational resources in a variety of formats, in all types of libraries, for individuals of all ages in order to support such individuals’ needs for education, lifelong learning, workforce development, and digital literacy skills (2) Establishing or enhancing electronic and other linkages and improved coordination among and between libraries and entities for the purpose of improving the quality of and access to library and information services (3) (A) Providing training and professional development, including continuing education, to enhance the skills of the current library workforce and leadership, and advance the delivery of library and information services, and (B) Enhancing efforts to recruit future professionals to the field of library and information services (4) Developing public and private partnerships with other agencies and community-based organizations (5) Targeting library services to individuals of diverse geographic, cultural, and socioeconomic backgrounds, to individuals with disabilities, and to individuals with limited functional literacy or information skills (6) Targeting library and information services to persons having difficulty using a library and to underserved urban and rural communities, including children (from birth through age 17) from families with incomes below the poverty line (as defined by the Office of Management and Budget and revised annually in accordance with section 9902(2) of title 42) applicable to a family of the size involved (7) Developing library services that provide all users access to information through local, state, regional, national, and international collaborations and networks (8) Carrying out other activities consistent with the purposes of the Library Services and Technology subchapter of the IMLS statute (20 U.S.C. §9121).

  • The purpose of the NIJ Research, Evaluation, and Development Project Grants program is to encourage and support research, development, and evaluation to improve criminal justice policy and practice in the United States. With this solicitation, NIJ seeks proposals for innovative, rigorous research to identify and characterize the suicide prevention and intervention strategies currently being used by law enforcement agencies in the United States and, potentially, elsewhere. NIJ is particularly interested in understanding the rationale for the adoption of a particular strategy and what evidence may exist regarding its efficacy.

  • NOAA delivers funding and technical expertise to restore Great Lakes coastal habitats. These habitats support valuable fisheries and protected resources; improve the quality of our water; provide recreational opportunities for the public’s use and enjoyment; and buffer our coastal communities from the impacts of changing lake levels. Projects funded through NOAA have strong on-the-ground habitat restoration components that provide social and economic benefits for people and their communities in addition to long-term ecological habitat improvements. Through this solicitation, NOAA seeks to openly compete funding available for habitat restoration in U.S. Great Lakes Areas of Concern (http://www.epa.gov/glnpo/aoc/) under the Great Lakes Restoration Initiative as anticipated in the President’s FY2015 Budget. Applications should be submitted for any project that is to be considered for this funding, even for those projects already submitted as applications to other NOAA competitions. Competition will ensure that the most beneficial restoration projects are selected to realize significant ecological gains. Applications selected for funding through this solicitation will be implemented through a grant or cooperative agreement. Funds will be administered by the NOAA Restoration Center (RC). Multi-year cooperative agreement awards will be considered, and additional releases of funds may be used to fund selected proposals through FY17 without further competition. Awards are dependent upon the amount of funds made available to NOAA for this purpose by the U.S. Environmental Protection Agency. NOAA anticipates approximately $15 million may be available over the next three years to maintain selected awards, dependent upon the level of funding made available by Congress. One, two, or three year proposals will be accepted. Award funding options will include: • For one year requests for habitat implementation proposals, NOAA will not accept applications requesting less than $500,000 or more than $6 million of federal funds. Typical awards for one year requests for habitat restoration implementation are expected to range between $500,000 and $2 million. • For one year requests for engineering and design proposals, NOAA will not accept applications requesting less than $75,000 or more than $350,000. Typical awards for engineering and design are expected to range between $100,000 and $350,000. • For multi-year awards, regardless of the type of proposal, NOAA will not accept applications requesting less than $750,000 and more than $10 million for up to a three year award period.

  • FDA announces the availability of funding and requests applications for Grants to Enhance Food Safety: National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Competitive Grants Program for fiscal year (FY) 2015 to address the needs of small and medium-sized farms, beginning farmers, socially disadvantaged farmers, small processors, or small fresh fruit and vegetable merchant wholesalers, especially as they relate to the implementation of the FDA Food Safety Modernization Act (FSMA).  Projects will help increase their understanding and adoption of established food safety standards, guidance, and protocols. Projects will also facilitate the integration of food safety standards and guidance with a variety of agricultural production systems, encompassing conventional, sustainable, organic, and conservation and environmental practices.

  • The Office of Juvenile Justice and Delinquency Prevention (OJJDP) recognizes that preventing and ameliorating youth violence requires a shared framework to address the factors that impact violence and victimization at the individual, peer, family, community, and societal levels and promote child and youth well-being. Jurisdictions that work to address these issues benefit from strategic, coordinated training and technical assistance (TTA) and participation in learning communities to help them reach their short- and long-term goals. To facilitate progress, better support youth violence prevention, and promote well-being in localities nationwide, OJJDP invites proposals to broker, coordinate, and provide relevant TTA to the 39 jurisdictions that OJJDP is funding through its three signature youth violence prevention initiatives—the Defending Childhood, National Forum on Youth Violence Prevention, and Community-Based Violence Prevention initiatives. OJJDP invites organizations that preferably represent a partnership or consortium of entities as described in the Eligibility section on the title page to submit applications. This program is authorized pursuant to paragraphs (3)(C) and (D) under the Juvenile Justice Programs heading, and paragraph (11) under the State and Local Law Enforcement Assistance heading, in the Department of Justice Appropriations Act, 2015, P.L.113-235: 128 Stat. 2130, 2193, 2195.

  • The Substance Abuse and Mental Health Services Administration, Center for Mental Health Services is accepting applications for a fiscal year (FY) 2015 Suicide Prevention Resource Center grant. The purpose of this program is to build national capacity for preventing suicide by providing technical assistance, training, and resources to assist states, tribes, organizations, SAMHSA Garrett Lee Smith and other SAMHSA grantees, and individuals to develop suicide prevention strategies (including programs, interventions, and policies) that advance the National Strategy for Suicide Prevention (NSSP), with the overall goal of reducing suicides and suicidal behaviors in the nation. This work includes support of the National Action Alliance for Suicide Prevention (Action Alliance), and working to advance high-impact objectives of the NSSP. The Suicide Prevention Resource Center (SPRC) is the nation’s only technical assistance center whose mission is to advance the NSSP, a roadmap for action that if fully implemented would significantly reduce the number of suicide attempts and deaths within this country. Full implementation of the NSSP requires multiple approaches at multiple levels among multiple entities. Effective approaches require a comprehensive, sustained, data-drive strategy; an active, effective community component as well as an active, effective, clinical systems approach; and community systems that include a wide range of public and private partners. SPRC’s work must target approaches, systems, and entities with the highest potential to prevent suicidal crises and save the most lives. All of SPRC’s efforts are driven by the ultimate goal of reducing suicide attempts and deaths in this country. The SPRC grant closely aligns with SAMHSA’s Strategic Initiative on Prevention of Substance Abuse and Mental Illness. It also seeks to address behavioral health disparities among racial, ethnic, sexual and gender minorities by encouraging the implementation of strategies to decrease the differences in access, service use, and outcomes among the racial, ethnic, sexual and gender minority populations served. (See PART II: Appendix G – Addressing Behavioral Health Disparities.) Consistent with statutory authority, the SPRC also focuses on youth suicide prevention TA and training for the GLS program. The Suicide Prevention Resource Center grant is authorized under Section 520A and 520C of the Public Health Service Act, as amended. This announcement addresses Healthy People 2020 Mental Health and Mental Disorders Topic Area HP 2020-MHMD. This statutory authority requires SPRC to be awarded as a competitive award.
